Chairman McPherson called the meeting to order.
ACCEPTANCE OF THE FEBRUARY 2, 2007 MINUTES
A motion was made by Commissioner Campbell to accept the February 2, 2007 minutes as distributed. Motion was seconded and voted in the affirmative.
FINANCE COMMITTEE REPORT - Mary Cassani
Gross revenues for Tri-State through January 2007 have increased $2,304,106, or 6.26% compared to last year. Of this increase, Megabucks sales are up $631,165, or 1.79%; Daily Numbers sales are down $363,209, or 2.51%; Triple Play sales combined with Paycheck sales are down overall $36,640, or 0.96%; and the Promotional Add-a-Play games increased sales $2,372,790.
Total expenses through January 2007 were up over last year to date $999,643. Net Profit through January 2007 increased from last year to $1,486,582, or 12.2%. Contingency Funds at the end of January were all in the positive. Expired unclaimed prizes were still over $1.2 million.

DEVELOPMENT COMMITTEE - Pam Coutts
Pam reviewed the latest version of the Tri-State Raffle Business Plan. Important dates: Thursday, November 1, 2007: Start date for the Tri-State Raffle game; Monday, December 31, 2007: End date for the Tri-State Raffle game (end of day); Friday, January 4, 2008: Drawing for all prizes.
The committee recommended that the commission offer a Tri-State Holiday Raffle game with a top prize of $1 million.
MOTION
A motion was made by Commissioner Campbell to accept the Tri-State Raffle Business Plan with the word changes as suggested by Director Yandow. Motion was seconded and voted in the affirmative.
DRAW COMMITTEE - Maura McCann
Maura reviewed her report. She has recently purchased a back-up camera for the draw room and an adaptor cable. She also reported on the necessity to obtain a new set of drawing balls for the Daily Numbers drawings due to a "bad" batch of drawing balls.
MOTION
A motion was made to authorize the purchase of the back-up camera and the adaptor cable for the Draw Room at a cost of $276. Motion was seconded and voted in the affirmative.
OPERATIONS COMMITTEE - Gweneth Dean
Gwen reviewed the January 30th minutes in which the whole product development cycle and the SRS template development was discussed in detail. The Tri-State Development Cycle (software) chart was reviewed with the Commission. Commission approval will be inserted on the chart.
An internet communications software package, E Project, has been tested for 30 days and it is felt it is not an effective communications tool so they will not be purchasing it.
Emails and conference call meetings have worked well for the testing group. They will stay with their current testing arrangement.
Tentative plans are to meet on the 13th of March to discuss the latest version of the spec template and if that goes well there will be updated templates for the commission to review at the next meeting.
SCIENTIFIC GAMES - Doug Parker
Assuming that the Tri-State Commission approves the Development Committee's recommended Prize Structure for Raffle and grants approval to proceed with the development of the Raffle game, the new proposed delivery schedule for the Raffle Release further assumes that the three Raffle SRSs would be finalized and signed-off by the Lotteries by today or Monday at the latest. The new schedule also assumes that no further changes to the Raffle requirements are requested the Lotteries.
ACCEPTANCE OF COMMITTEE REPORTS
A motion was made by Commissioner Scala to accept the committee reports as presented. Motion was seconded and voted in the affirmative.
OTHER BUSINESS
The next meeting is scheduled for Friday, April 6, 2007, at 10:30 a.m. at the New Hampshire Lottery Commission in Concord, NH.
